As Barks Vegas moves forward with the formal zoning and licensing process, we believe it is essential to maintain open communication with our neighbors. To that end, we would like to provide the community with comprehensive details regarding our proposed operations and the proactive measures we are taking to ensure our business remains a harmonious and compatible addition to the community.

Barks Vegas is a boutique dog care provider proudly owned and operated by Laura and James Cameron, a dedicated dog-loving couple and decorated service-disabled veterans. Reflecting the discipline, structure, and high standards shaped by their military service, Barks Vegas delivers premium, “low impact” dog care that prioritizes quality of care over volume of customers.

To maintain a safe, compatible, and harmonious environment for both guests and neighbors, enrollment is intentionally highly selective; every canine guest must be spayed or neutered, pass a rigorous temperament evaluation, and maintain up-to-date vaccination records.

By focusing on unparalleled individual attention and personalized care, Barks Vegas offers a serene, secure, and professional "home-away-from-home" that reflects the Camerons' commitment to excellence and community responsibility.

Operational Management and Proactive Mitigation Plans

To make sure our operations remain virtually invisible and ensure there is no adverse impact to the surrounding community, we have implemented the following operational standards designed to eliminate any potential negative impacts on neighboring properties:

Noise Management

​​Barks Vegas has made a significant investment in advanced anti-barking technology devices designed specifically to mitigate and reduce excessive noise levels. This specialized equipment such as the “Stunick SB1 Anti Barking Device”[1] utilizes ultrasonic sound to safely and effectively deter barking, contributing to a consistently quieter indoor and outdoor environment.

 

These tools have been strategically placed throughout the outdoor play area and within the interior of the facility.

In addition to technological solutions, Barks Vegas incorporates a passive calming strategy by deploying specialized diffusers throughout the facility. These diffusers release synthetic canine-appeasing pheromones (CAPs) also referred to dog calming pheromones (DCP), which mimic the natural calming signals mother dogs emit. According to Rover.com “In scientific studies, DAP has proven effective in treating separation anxiety”[1].In a related article published by Petco they state “Unwanted pet behavior can be influenced or even stopped by using synthetic pheromones”[2] 

 

This scientifically backed approach helps to significantly reduce anxiety, stress, and associated reactive behaviors, thereby promoting a more relaxed and quieter atmosphere.

Beyond the deterrence measures, we have added 216 sq. ft of high-density polyester fiber acoustic paneling which is engineered and tested to have a Noise Reduction Coefficient (NRC) greater than .95.  According to AudiMute  “A Noise Reduction Coefficient is an average rating of how much sound an acoustic product can absorb” and “NRC ratings range from 0 to 1. An NRC of 0 means that the product absorbs no sound. An NRC of 1 means that the product absorbs all sound. The higher the NRC, the better the product is at soaking up sound.”

The installation of these high-absorption panels ensures that vocalizations from dogs within the facility are contained, preventing noise from migrating beyond the property boundaries.

To enhance the tranquil atmosphere, Barks Vegas will maintain a low-level ambient soundscape, indoors and outside, featuring calming sounds and/or music designed for canines. According to Dr. Lori Kogan, psychologist, reported in an article published by the American Kennel Club “dogs exposed to classical music spent more time sleeping and less time barking”[1]. In that same article it is reported that “According to research, dogs appear most calm when listening to classical music, reggae, and soft rock. In addition to genre and rhythm, variety is key”.

 

By providing gentle, soothing audio input, we effectively reduce stress and anxiety among our guests. This strategy is a key component of our noise mitigation plan, as a relaxed dog is far less likely to exhibit nuisance barking.

Supplementing our deterrence strategy, we performed a comprehensive Sound Impact Study. This analysis involved the application of established acoustic formulas and real-world sound measurements to quantify the projected decibel levels. The Sound Impact Study focused on the nearest residential receptors to the North and West to ensure maximum protection for our closest neighbors.

 

The findings demonstrate that when guests are housed indoors, as required by our indoor policy, there is zero noise migration to adjacent parcels. This ensures that the tranquility of the RS20 is preserved during both daytime and evening hours.

Utilizing the Inverse Square Law, we calculated the theoretical sound attenuation across the subject property’s expansive buffer zones. Even excluding the supplemental mitigation of our high-performance acoustic barriers, the geometric spreading of sound alone reduces source noise to near-ambient levels at the property line, maintaining strict compliance with Clark County Code.

 

With substantial setback distances ranging from 149ft to 740ft, combined with multiple layers of passive attenuation, including masonry perimeter walls, dense landscaping, and intervening structures, any transient noise from vocal dogs is effectively neutralized before reaching the community.

Odor Control and Sanitation

Managing potential odors was also a critical focus during the planning phase. To ensure the facility remains free of any excessive or noticeable odors, Barks Vegas has implemented the following comprehensive waste management strategies:

All collected waste is immediately deposited into professional-grade, specialized waste collection containers called the “Pet Genie”[1] . These are not standard trash receptacles; they are units specifically designed for pet waste and equipped with secure, sealing lids and odor-lock technology.

 

This investment ensures that all offensive odors are contained at the source, preventing their release into the environment.

Barks Vegas maintains a rigorous, detailed cleaning and disinfection policy that leverages commercial-grade, specialized solutions. We partner with suppliers such as OxiTab[1], utilizing their medical-grade cleaning solutions to ensure superior sanitization and pathogen control across all surfaces.   OxiTab holds the EPA’s highest level of disinfectant, non-toxic, environmentally friendly and has a fast-acting disinfectant time.

OxiTab is a disinfectant utilized in sectors with the most stringent hygiene requirements, including medical facilities, veterinary clinics, and licensed childcare centers.

Furthermore, we rely on TurFresh[1], experts in artificial turf maintenance, to effectively clean, deodorize, and eliminate dog-specific odors from our outdoor play areas.

 

This multi-faceted approach guarantees the highest standards of hygiene and odor elimination.

A cornerstone of our odor control strategy is the implementation of strict, standardized waste clean-up protocols. This mandates the immediate and diligent removal of all waste materials, ensuring that timely pickup prevents residual buildup and odor development on the property.

Parking and Traffic Management

Our appointment-only scheduling system ensures that customer arrivals are staggered. This prevents vehicle idling, eliminates the need for long durations of on-street parking, and ensures that the traffic volume remains indistinguishable from a standard residential use. Barks Vegas is strategically located less than 450 feet from Robindale Road, a major arterial thoroughfare. This proximity allows for direct and efficient site access, ensuring that client traffic remains concentrated on high-capacity roads.

 

By eliminating the need for customers to navigate through secondary residential streets, our location effectively minimizes traffic congestion and prevents operational disruptions within the immediate neighborhood..

The Barks Vegas property offers significant parking capacity, with up to 19 designated spaces located entirely within the property line. Notably, we anticipate that the daily operational demand for customer drop-off and pick-up will utilize 10.5% or less of this total capacity. This substantial buffer ensures that customer parking needs are easily met on-site, effectively minimizing any potential impact on local neighborhood parking availability.

Barks Vegas proposed daily vehicle increase of 30 vehicles between 7:00 AM and 7:00 PM is statistically negligible per Clark County zoning and engineering standards. The street remains 94.5% below its maximum capacity, preserving the neighborhood’s low-density traffic profile while ensuring that neighborhood character, safety, and traffic flow remain entirely unaffected. Furthermore, the additional volume represents an unnoticeable impact on the community, ensuring the existing residential character remains undisturbed.  

Barks Vegas utilizes Gingr[1] a specialized dog care management software to streamline all customer interactions. This system enables rapid and efficient digital check-in and check-out processes, significantly reducing the duration customers spend parked and on-site.

 

By minimizing the time required for transactions, we further ensure the swift flow of traffic and minimize any potential vehicle queueing.

Operational Management Controls

In addition to addressing potential impacts such as noise, sanitation, traffic, and safety we have also carefully considered the day-to-day administrative and operational management of the business.

 

Our experience has shown that without clearly defining who is responsible for operations and how those operations are managed, these concerns cannot be effectively mitigated. These measures are designed to proactively address community concerns, maintain regulatory compliance, and ensure the business operates in an orderly, controlled, and accountable manner. Our approach to defining the “who” and the “how” is outlined as follows:

Barks Vegas has partnered with iDogCam [1] to implement live and recorded video monitoring throughout all areas where dogs play and rest. This system provides continuous operational awareness, supporting the safety and well-being of the animals while also ensuring that on-site activity remains controlled and does not create adverse impacts to the surrounding community.

The monitoring system also serves as an important management and accountability tool, allowing ownership to verify that staff are performing their duties appropriately, following established procedures, and maintaining professional standards at all times. This added layer of oversight supports responsible operations, enhances safety, and reinforces our commitment to compliance and community stewardship.

Consistent with our business model of prioritizing quality-of-care over quantity of customers, Barks Vegas anticipates serving fewer than 12 individual customers per day. This extremely low customer volume directly translates to minimal vehicle traffic. Additionally we do not accept walk-in customers.

 

To put this in perspective, the total daily customer traffic generated by our facility is expected to be substantially less than the vehicle movements of routine neighborhood service providers, including weekly landscaping services, the US Postal Service, Federal Express, UPS, Amazon deliveries, and various food delivery services.

To ensure the preservation of the neighborhood's visual character, Barks Vegas does not intend to display any commercial signage visible from the street. The facility will rely solely on the existing street address for identification, guaranteeing that our operation causes no disruption to the visual aesthetics of the community.

We have developed more than sixteen (16) formal operating procedures that clearly outline how potential issues will be proactively mitigated and how accountability will be enforced should any deficiencies occur.

To further distinguish our commitment to safety and professionalism, all staff members will not only maintain the mandatory Animal Handler Training required by Clark County Code 10.30.190 but will also exceed local standards through advanced industry certifications.

 

Every team member will be certified by the International Boarding & Pet Services Association (IBPSA)[1] , pass a Professional Pet Boarding Certification program[2]  and will maintain active certification in Canine CPR and First Aid. By requiring these professional credentials, we ensure that our team possesses a sophisticated understanding of animal behavior and emergency response, providing a level of expert oversight that far exceeds standard residential or unregulated care providers.
